Council members serve three-year terms.
Elections are held on the second Saturday in May.

Places 1, 2, 3 and 4 are elected on the first year of a three year cycle. These members serve Single Member Districts whose terms expire in May of 2009.

Places 5 & 6 and the mayor are elected on the second year of a three year cycle. Places 5 & 6 are super-districts. The mayor is elected at-large. Their term of office expires in May of 2010.

The third year of the three year cycle has no election.

The Mayor is elected from all voting precincts within the City of Victoria. These include voting precincts: 1, 2, 3, 4, 5, 6, 7, 8, 9, 10, 17, 19, 21, 25, 29, 30, 32, 33, 34, & 35.
Council Member Place 1 is elected from voting precincts; 1, 2, 3, 8, 34, & 35.	Council Member Place 2 is elected from voting precincts; 4, 5, 7 & 32.	Council Member Place 3 is elected from voting precincts; 9, 21, 25, & 33.	Council Member Place 4 is elected from voting precincts; 6, 10,17, 19, 29, & 30.
Council Member Place 5 is elected from voting precincts; 1, 2, 3, 4, 5, 7, 8, 32, 34, & 35.		Council Member Place 6 is elected from voting precincts; 6, 9, 10, 17, 19, 21, 25, 29, 30, & 33.
